This is a fairly old thread, but let me see if I can respond anyways.

We have come to the conclusion that for most skinners, images and stylesheets will go in the skins folder. Some people would like the flexibility of putting these items in the browser folder and exposing them to the browser layer. If they use the browser folder, they should not put these items into folders, they should declare them explicitly, one at a time. Otherwise, you have to override them all, even if you just want to modify one image.

Rather than changing the behavior as it is now, we’ve agreed to leave the behavior as it is currently, in the interest of not causing documentation issues. We may revisit it in the future, but not anytime soon.

I’m not quite sure what you are asking about speed. If your site is in debug mode, of course it will be slower. I also don’t understand why your images are not showing. Perhaps you have not declared your images correctly?
