Tool Development (Deliverance, Gloworm, Banner Manager, etc.)

Banner Manager

A simple tool to allow uploading of banner images separate from other images, activating and deactivating them, changing display parameters (random, random by section, static, etc.), showing photo credits and captions where appropriate, and so forth. This may already exist out in the wild, so research and planning is what's really needed here.
