  • Activities - With the introduction of the 311 complaint and information phone line in 2003, the traditional role of the community boards, as complaint and information sources, diminsihed. This presents the opportunity for a transition to more planning-oriented activities. But the 311 system is not without faults, and more developmet is needed.
